If you care a lot about tarmac, then WRC is a good starting game. WRC does have different locations/events than DR2.0, so if you're cool with not playing favorites then both really offer a lot and could compliment each other in your game library. personally, I find stage design for other surfaces is really a toss-up between the two though I could swear there are some duplicated patterns/turns on some gravel stages in WRC here and there - that last bit is just an opinion, fwiw. The cars feel a little lighter and more agile compared to dr2.0. This "feels" more realistic and tbh is more fun to drive. As far as I understood, wrc10 has longer and more realistic and more variety in stages and cars. WRC's tarmac stages are a lot more skinny than DR2.0. If you care about "realism" then DR2.0 likely has more realistic stages even if people tend to find that WRC's stages feel "better." Keep in mind that DR2.0 had to switch the names of stages for licensing reasons so googling around will give you a better idea on what exactly is recreated. The best virtual rally drivers in the world took on a number of different stage styles and across different continents in a way that only a virtual rally could deliver. WRC makes stages that are "inspired" by real stages, but don't really share the same level of "accuracy" as the DR2.0 stages.
